Why is the govt in a rush to clear SEZ proposals? Because Singur, Nandigram, POSCO and other protests are sending negative signals to investors who rightly anticipate long delays in project clearances. The govt has received a total of 850 applications for SEZs, but only 25 since April 5. 126 have been notified, another 339 have received formal approval, an additional 120 have received in-principle approval, while 40 more are likely to get cleared at the next BoA meeting on July 12. The state has become not merely the land broker for the pvt sector, but also the free infrastructure-provider, ultimately enabling pvt cos to profit from the created facility. In what is called the BOT (build-operate-transfer) model of investment, the govt first constructs the infrastructure, makes sure all the nuts and bolts are fastened and then hands over the facility to a pvt corporation - which can levy tolls and make profits on investment made with public money.
