New Delhi, December 6, 2007: In the backdrop of raging controversies on SEZs and big projects, government today introduced two bills in the Lok Sabha seeking to largely omit compulsory land acquisition for such projects and enhance compensation for the land.
One of the bills relates to amending the Land Acquisition Act, 1894 for ensuring that a fair compensation at market value be provided to those whose site is acquired.
The Land Acquisition (Amendment) Bill, 2007 provides for alternative mechanisms for disposal of land compensation disputes in a time-bound manner.
The bill would make it difficult for those who acquire land for a particular purpose and use it for something else making huge commercial gains in the bargain.
Rural Development Minister Raghuvansh Prasad Singh introduced the bills amid din on the Babri Masjid issue.
The second bill has been brought in to provide teeth to the National Rehabilitation and Resettlement Policy, 2007 so that the provisions for relief to those displaced can be strictly implemented.
Recently, the country has witnessed a spate of disputes over land acquisition.
Nandigram in West Bengal Bengal has seen large-scale violence. There was also political agitation over the Singur project of Tata Motors.
The proposed steel project of Posco in Orissa and the SEZ project of Reliance Industries in Maharashtra are also involved in controversies relating to land acquisition.
